Assuming that you're on a PC and you have Sims 4:

You have to go into the options and enable custom content.

All of your Mods will go into your Mods folder. This is located in Documents\Electronic Arts\The Sims 4\Mods.

There should also be a file in the Mods folder called Resource.cfg. If you don't have one, it's easy to create.
Copy and paste the text into Notepad.

PackedFile *.package

PackedFile *\*.package

PackedFile *\*\*.package

PackedFile *\*\*\*.package

PackedFile *\*\*\*\*.package

DirectoryFiles unpackedmod autoupdate

Save the file as Resource.cfg and put it into your Mods folder.

Pretty much the same thing. The Mods folder is located under Sims 3 under the Electronic Arts. You still have to enable CC in the options. Also make sure that all you downloaded is a .package file for Sims 3. (Sims 4 package files are not compatible) If it's a sim3pack then you have to install it using the launcher.

Resources Config should look like this:

Priority 501

DirectoryFiles Files\... autoupdate
Priority 500

PackedFile Packages\*.package

PackedFile Packages\*\*.package

PackedFile Packages\*\*\*.package

PackedFile Packages\*\*\*\*.package

PackedFile Packages\*\*\*\*\*.package

PackedFile Packages\*\*\*\*\*\*.package

Priority 500

PackedFile DCCache\*.dbc
